Small publishers do not all need the same AdSense alternative. Some networks emphasize low payout thresholds, some specialize in popunder traffic, some provide multi-format tags, and others are strongest for video or mobile inventory. This guide compares seven current options using the same practical questions: ad formats, payout structure, traffic fit, user-experience trade-offs and publisher controls.
Quick comparison: 7 AdSense alternatives
| Network | Publisher strength | Payout note | Best fit |
|---|---|---|---|
| Adsterra | Broad multi-format stack | Some methods start at $5; standard schedule is generally NET15 | Publishers wanting several formats to test |
| Adcash | Autotag and flexible payment terms | Method and NET term dependent | Publishers wanting automated multi-format delivery |
| PopAds | Popunder specialization | Public FAQ describes low thresholds and daily processing for some methods | Sites specifically comfortable with popunders |
| Monetag | Pop, Push, In-Page Push, Vignette and SmartLink | Starts from $5 on supported methods; new accounts default to biweekly | Small/mobile/social publishers wanting varied formats |
| HilltopAds | Popunder, in-page, video, banners, DirectLink | Weekly NET7; some methods start at $20 | Publishers prioritizing weekly payments and high-impact formats |
| Clickadilla | One-tag multi-format monetization | $50 minimum stated on current publisher page | Publishers wanting a single-tag setup |
| ExoClick | Very broad display/native/video inventory | Minimum payout is account/payment-method dependent | Video, mobile and mixed-format publishers |
How we compare ad networks
There is no responsible way to rank these networks by one universal CPM. Earnings depend on geography, device mix, niche, advertiser demand, format, traffic quality and seasonality. Instead, compare what you can actually control:
- minimum payout and payout timing,
- available ad formats,
- traffic-source rules,
- how intrusive the format is,
- reporting and optimization tools,
- the effect on engagement and repeat visits.
1. Adsterra: broad formats and a low entry payout on selected methods
Adsterra supports Popunder, Social Bar, Native, banners, Smartlink and related formats. Its 2026 publisher documentation says some payout methods start at $5, while other methods have higher thresholds. The standard payout cycle is generally biweekly/NET15, with account-specific options possible.

2. Adcash: Autotag and flexible payout timing
Adcash offers display, pop-under, in-page push, interstitial, native and video formats. Its publisher platform also promotes flexible NET terms and payment schedules. Autotag is the more distinctive feature for publishers who want the network to rotate several supported formats from one integration.

3. PopAds: a specialist choice for popunder monetization
PopAds is much more focused than the multi-format platforms in this list. Its publisher proposition centers on popunder traffic, with controls such as minimum bid and frequency. The public FAQ states a $5 minimum for some methods and daily processing, but parts of that FAQ still contain legacy payment-processor references, so the live dashboard should be treated as the final source for current payout options.

4. Monetag: multi-format monetization with a low supported-method minimum
Monetag currently offers Popunder, Push Notifications, In-Page Push, Vignette Banner and SmartLink. Its help center says new publishers begin on a biweekly payment schedule, while weekly payments are available to eligible higher Priority levels. The minimum payout starts from $5 on supported methods.

5. HilltopAds: weekly NET7 payouts and several high-impact formats
HilltopAds offers Popunder, in-page, banners, video and DirectLink. Its current help documentation states that publisher payments are processed every Tuesday on NET7. Minimums are payment-method specific, with several supported methods starting at $20 and others requiring higher balances.

6. Clickadilla: one-tag integration with a $50 minimum
Clickadilla promotes popunder-led monetization combined with banners, in-page, video and push formats. Its current publisher page describes one-tag integration across supported formats and on-demand withdrawals with a 3–7 day approval period. The stated minimum payout is $50.

7. ExoClick: strongest format depth for video and mixed inventory
ExoClick has one of the broadest format catalogs in this group: display, native, multi-format zones, interstitial, popunder, push-style products and multiple video formats. In 2026 it also expanded publisher options with Vertical Video VAST for short-form 9:16 feeds.

Which network fits a small publisher?
If your priority is a low supported-method payout minimum, Adsterra or Monetag are straightforward candidates to investigate. If weekly NET7 is more important, HilltopAds stands out. If you specifically want popunder inventory, PopAds is the specialist option. Clickadilla is more interesting when one-tag integration matters, while ExoClick becomes more distinctive for publishers with video, native or mixed-format inventory.
Adcash sits in the middle as a broad platform with Autotag and flexible payment-term options.
Do not choose by referral commission
Several networks on this list operate publisher referral programs, but referral economics should not decide which ad code you put on your site. Choose the network that fits the audience and page type, then treat the referral program as a separate revenue layer for readers who independently decide to register.
AdSense compatibility is placement-specific
Do not assume that because a network says one format can coexist with AdSense, every possible combination is automatically safe. Google publisher policies, ad density, invalid traffic rules and placement behavior still apply. Review the current rules before mixing networks on the same page.
Traffic-exchange warning
SSM Apps also covers traffic exchanges such as 9Hits, FeelingSurf and Traffory. Those are a different category from publisher ad networks. Do not send incentivized or exchange traffic to monetized pages simply to generate ad impressions or clicks. That can create invalid-traffic and account-risk problems.
For the policy side, see Can You Use Traffic Exchanges With AdSense?.
How to test a network without damaging your site
- Pick one network and one format.
- Record baseline page speed, engagement and revenue.
- Test on a limited page set or traffic share.
- Segment by country and device.
- Compare revenue per session, not only CPM.
- Watch repeat visits and conversion events.
- Only then add a second format or network.

Bottom line
The best AdSense alternative is not one universal network. Adsterra, Adcash, PopAds, Monetag, HilltopAds, Clickadilla and ExoClick serve overlapping but different publisher needs. Use this hub to narrow the list, then open the individual reviews above before installing any ad code.
