YouTube Monetization Requirements 2026: YPP Rules and the 2027 Changes

Current YouTube monetization requirements in October 2026, including 500-subscriber early YPP access, current ad thresholds, the February 2027 threshold increase, new activity rules and the Jan. 31 terms deadline.

Quick answer: as of October 2026, full YouTube ad-revenue eligibility still requires either 1,000 subscribers + 4,000 qualified public watch hours in the last 12 months, or 1,000 subscribers + 10 million qualified public Shorts views in the last 90 days. YouTube has already announced that for new creators from February 1, 2027, the ads/Premium threshold will increase to 8,000 qualified watch hours or 20 million qualified Shorts views, while the 1,000-subscriber requirement remains.

This guide explains the current thresholds, the earlier-access YPP tier, what counts toward watch hours, what does not count, and the 2027 change so creators do not build a plan around outdated numbers.

Current YouTube Partner Program requirements in October 2026

To join the standard YPP path for ad revenue, your channel must first meet YouTube’s base requirements:

  • Follow YouTube Channel Monetization Policies.
  • Live in a country or region where YPP is available.
  • Have no active Community Guidelines strikes.
  • Turn on 2-Step Verification for your Google Account.
  • Have access to YouTube advanced features.
  • Have one active AdSense for YouTube account linked to the channel, or create one through YouTube Studio.

Full ad-revenue threshold: current 2026 rules

Path Subscribers Performance threshold
Long-form 1,000 4,000 qualified public watch hours in the last 12 months
Shorts 1,000 10 million qualified public Shorts views in the last 90 days

Meeting one of these paths makes the channel eligible to apply; it does not guarantee approval. YouTube reviews the channel as a whole for monetization-policy compliance.

Earlier access to YPP at 500 subscribers

In eligible countries, creators can apply to the expanded YPP earlier when they have:

  • 500 subscribers,
  • 3 valid public uploads in the last 90 days, and
  • either 3,000 qualified public watch hours in the last 12 months or 3 million qualified public Shorts views in the last 90 days.

This earlier-access tier can unlock features such as channel memberships, Super Chat, Super Stickers, Super Thanks and Shopping where those features are available and the channel meets each feature’s requirements. It is not the same as full Watch Page Ads and Shorts Feed Ads eligibility.

Major change coming February 1, 2027

YouTube has announced a higher ads/Premium entry threshold for new creators beginning February 1, 2027:

Full monetization path Until Jan. 31, 2027 From Feb. 1, 2027 for new creators
Long-form 1,000 subs + 4,000 qualified hours 1,000 subs + 8,000 qualified hours
Shorts 1,000 subs + 10M qualified Shorts views 1,000 subs + 20M qualified Shorts views

YouTube says creators already in YPP are not affected by this threshold change. The earlier-access fan-funding threshold remains 500 subscribers plus 3,000 hours or 3 million Shorts views.

New YPP activity requirements from February 1, 2027

YouTube is also changing how it defines an active YPP channel. Starting February 1, 2027, a channel is considered active when it meets at least one of these conditions:

  • 1,000 qualified watch hours in the past 365 days, or
  • 1 million qualified Shorts views in the past 90 days, or
  • 2 long-form videos or 5 Shorts uploaded every 90 days.

If a channel falls below the activity requirements, YouTube says it will have an extended 90-day window to restore active status by reaching either 1,000 qualified watch hours in the past 365 days or 1 million qualified Shorts views in the past 90 days.

Existing YPP creators must review the updated terms

Creators who already monetize should not ignore the February 2027 update. YouTube says the updated monetization terms must be reviewed and accepted in YouTube Studio by January 31, 2027 to continue earning from the associated monetization features without interruption.

The updated modules include the Watch Page Monetization Module, the Shorts Monetization Module and, where applicable, the Commerce Product Module. If a creator does not accept the relevant updated terms by the deadline, YouTube says earnings from those associated features will stop beginning February 1, 2027. Accepting the terms later can restore access. Missing the contract deadline by itself does not remove the channel from YPP.

Premium Lite is also part of the 2027 YPP update

YouTube says Premium Lite will expand to all countries where YouTube Premium is available. This matters because Premium and Premium Lite viewing are becoming a larger part of the creator-revenue mix alongside ads, Shorts revenue, fan funding and Shopping.

What counts toward the 4,000-hour threshold?

YouTube counts qualified watch hours from public long-form videos.

These do not count toward the threshold

  • Private videos
  • Unlisted videos
  • Deleted videos
  • Views/watch time generated through ad campaigns
  • YouTube Shorts watch time from the Shorts Feed
  • Livestreams that are unlisted, deleted, or not converted to VOD

What counts toward the Shorts threshold?

YouTube counts qualified views from public Shorts that appear in the Shorts Feed.

Private, unlisted or deleted Shorts, ad-campaign views and image posts in the Shorts Feed do not count toward the YPP Shorts threshold.

Does Shorts watch time count toward 4,000 hours?

No. YouTube explicitly states that watch time from Shorts viewed in the Shorts Feed does not count toward the long-form public watch-hour threshold.

Does reaching the threshold automatically monetize the channel?

No. After you apply, YouTube uses automated systems and human reviewers to assess the channel as a whole. Reviewers check compliance with Channel Monetization Policies, including original/authentic content, reused-content rules and other policy requirements.

What monetization features become available?

Depending on your YPP level, country and feature eligibility, monetization can include:

  • Watch Page Ads
  • Shorts Feed Ads
  • YouTube Premium revenue
  • Channel memberships
  • Super Chat and Super Stickers
  • Super Thanks
  • YouTube Shopping

A practical 2026 strategy before the 2027 threshold change

  1. Open YouTube Studio → Earn and check your exact qualified progress.
  2. Decide whether long-form or Shorts is your primary eligibility path.
  3. Do not buy ads expecting those views to count toward YPP thresholds.
  4. Do not delete high-watch-time public videos without understanding the effect on eligibility.
  5. Audit the channel for reused or mass-produced content before applying.
  6. Turn on 2-Step Verification and confirm advanced features access now.
  7. Create or connect AdSense for YouTube only through YouTube Studio when prompted.

Common monetization myths

  • “500 subscribers unlocks ad revenue.” Not by itself. The 500-subscriber tier is earlier access to selected fan-funding and Shopping features.
  • “Shorts watch time counts toward 4,000 hours.” Shorts Feed watch time does not.
  • “You can run Google Ads to reach YPP hours.” Watch time from ad campaigns does not count.
  • “Once you hit the threshold you are automatically accepted.” Every channel still goes through review.
